Nearly 1 million Americans have signed a petition urging Congress to impeach and remove Trump. 

WASHINGTON, D.C. (August 13, 2025) –  Impeach Trump Again, a non-partisan campaign led by Free Speech For People, has added new grounds for impeachment to address Donald Trump’s federal takeover of the D.C. police and deployment of 800 National Guard troops; his attempt to carry out unlawful gerrymandering in Texas; his unconstitutional and systematic violation of the First Amendment; and his actions unlawfully aggregating and disseminating private data. Nearly one million people across the country have already signed the campaign’s petition calling on Congress to initiate impeachment proceedings against Trump.

On August 11, 2025, Trump announced that he was placing the District of Columbia police under federal control and deploying 800 National Guard troops throughout Washington, D.C., purportedly to respond to crime in the city and break up encampments where unhoused people live. The announcement is opposed by D.C. Attorney General Brian Schwalb, who has defined the move as “unprecedented, unnecessary, and unlawful.” D.C.’s violent crime rate is at a 30-year low

The Impeach Trump Again campaign says this action is “unlawful and abuses the authority that the federal government may exercise over the city.” The campaign further states: “Federal troops are prohibited from engaging in civilian law enforcement except in narrow emergency circumstances inapplicable here. This move will undermine local home rule, terrorize D.C. residents, and place civilian law enforcement at the mercy of federal troops.”

The campaign also cites, as a new impeachable offense, Trump’s unlawful efforts to manipulate congressional districting ahead of the 2026 midterm elections. These efforts include coordination with the Texas Governor and state legislature to carry out an unlawful gerrymandering of the state’s Congressional districts and an announcement that Trump is directing the Department of Commerce to conduct a mid-decade census that excludes undocumented U.S. residents in order to unconstitutionally manipulate congressional districts. 

The campaign further lists, as a new impeachment ground, Trump’s actions silencing speech. Citing over two dozen examples in their case for impeachment, Free Speech For People’s legal team details how Trump has systematically abused his power to interfere with the free exercise of the freedom of speech, assembly, and press. Examples include the unlawful arrest, detention, and canceled visas of individuals who protested Israel’s war against Palestine, as well as arresting and threatening to arrest elected officials who oppose Trump’s policies, including California Governor Gavin Newsom; California Senator Alex Padilla; Newark Mayor Ras Baraka; Representative LaMonica McIver; and New York City Comptroller Brad Lander. 

Our democracy cannot survive if the ruling party suppresses political speech, denies the public access to a robust and independent press, or abuses law enforcement to quell dissent, all of which is now occurring as a result of Trump’s lawless conduct,” says Courtney Hostetler, Free Speech For People’s Legal Director. “Trump, individually and through his senior officers, is abusing the enormous power of his office to silence people, protests, and the press. For this, he should be impeached and removed.

Another new ground for the impeachment campaign relates to an executive order issued by President Trump in March 2025 to “eliminate information silos” that has resulted in the aggregation and dissemination of detailed personal information in violation of the Privacy Act of 1974, meant to safeguard the personal information handled by the federal government; the reasonable expectation of privacy long recognized in the Fourth Amendment; and the due process clause of the Fourteenth Amendment, which prohibits the deprivation of life, liberty, or property without due process of law. 

In the months since, it has become clear that the purpose and intent of this order is to enable Trump and his allies to aggregate and exploit sensitive data about every American and every person living in the United States to further consolidate their power and their authoritarian usurpation of the U.S. government, at the expense of our democracy and the rights and liberties of the people, says Suparna Reddy, Senior Counsel at Free Speech For People. 

The Impeach Trump Again campaign, led by constitutional lawyers at Free Speech For People, has documented multiple abuses of power and violations of the Constitution that Trump has committed since returning to the White House. These include: 

  • Unlawful mobilization of military forces against civilians in the United States
  • Attempting to manipulate congressional districting to entrench his own power
  • Illegally kidnapping, detaining, and removing U.S. residents
  • Illegally and unconstitutionally removing U.S. residents, migrants, and asylum-seekers to foreign prisons
  • Unconstitutionally and systemically violating the First Amendment
  • Unconstitutionally usurping Congress’s powers
  • Unconstitutionally usurping Congress’s power to declare war
  • Defying court orders and unconstitutionally usurping judicial authority
  • Abusing investigatory and prosecutorial powers

  • Planning the forced removal of Palestinians from Gaza
  • Engaging in unlawful, corrupt practices during the 2024 presidential campaign

On June 24, 2025, Rep. Al Green introduced an article of impeachment against Trump for violating the War Powers Clause of the Constitution following the military attack on Iran without congressional authorization, and the Congressman forced a floor vote on the articles in the US House. Free Speech for People assisted with drafting the article that was introduced. Seventy-eight Members of Congress joined Rep. Green in voting to advance that article of impeachment, nearly four times as many Representatives who were on record supporting the impeachment of Trump prior to the vote. Now, with nearly a million Americans joining the call for impeachment, Congress must do its constitutional duty and launch impeachment proceedings.
