FSFP is leading a campaign calling on state and local prosecutors in multiple states across the country to open criminal investigations into President Trump, senior Trump officials, and ICE agents for conspiring to unlawfully arrest, detain, assault, and terrorize residents, including U.S. citizens, in their states. FSFP has issued a series of detailed letters to state attorneys general and district attorneys urging them to carry out their duties to enforce state criminal laws against Trump and co-conspirators for crimes they have committed in their respective states. As the letters highlight, there is no federal immunity for Trump or other officials for committing such crimes. To date, we have demanded this action in the following states: California: In January 2026, FSFP issued a letter to the California Attorney General and several district attorneys, detailing a pattern of criminal activity by federal agents across California. Our letter states that these acts were part of a coordinated criminal conspiracy directed by Trump and senior administration officials, intended to punish and terrorize immigrants and political opponents. Illinois: In October 2025, FSFP filed a formal request with state officials to open criminal investigations into the unlawful actions of federal agents operating in Illinois under the so-called “Operation Midway Blitz,” as part of an alleged coordinated criminal conspiracy directed by Trump and senior administration officials to punish and terrorize immigrants and political opponents. Maryland: In September 2025, FSFP and Progressive Maryland issued a detailed letter to state officials urging them to open a criminal investigation into the unlawful kidnapping of Kilmar Armando Abrego Garcia by federal immigration officers in violation of kidnapping, conspiracy, and other criminal laws in the state. Massachusetts: In December 2025, FSFP issued a letter to the Massachusetts Attorney General and several district attorneys detailing a pattern of criminal activity conducted across the state by ICE agents and calling for a criminal investigation of Trump, senior Trump officials, and ICE agents for conspiring to commit these unlawful actions. This action followed an earlier letter FSFP issued in April 2025 to the state’s attorney general and a district attorney urging them to investigate whether the abduction and detention of Rümeysa Öztürk, a Tufts University student and Fulbright scholar whom federal immigration officials detained because of her public support for Palestine, violated state criminal law. FSFP and Somerville for Palestine have joined together to press that case. On February 24, 2026, the Amherst Town Council of Amherst, Massachusetts voted to pass a resolution urging Massachusetts state and local officials to hold federal officers, including federal Immigration and Customs Enforcement (ICE) agents, accountable when they violate Massachusetts criminal law. Of the councilors who voted, the vote was unanimous with nine councilors in support. The resolution calls on Massachusetts Attorney General Andrea Campbell and other officials to open criminal investigations into unlawful actions by federal immigration agents operating in Massachusetts. The measure also urges Governor Maura Healey to cease cooperation agreements with ICE, including any pending agreements involving the Department of Corrections. The resolution, which FSFP helped to draft and for which we served as a community sponsor, is the first of its kind in the nation. FSFP was joined by more than 300 other community sponsors supporting the resolution. We are now working to pass this resolution in new jurisdictions. Minnesota: In December 2025, FSFP and the Minnesota Chapter of the Council on American-Islamic Relations (CAIR-MN) submitted a request to Minnesota state officials to open criminal investigations into the unlawful actions of federal agents in the state, including racially profiling and kidnapping U.S. citizens, primarily targeting the Somali immigrant community and other communities of color across Minnesota. This request has taken on increased urgency following the recent tragic murders of Renee Good and Alex Pretti by federal immigration agents while Ms. Good and Mr. Pretti were lawfully recording the actions of those agents. New Jersey: In March 2026, FSFP issued a letter to the New Jersey Attorney General and several county prosecutors urging them to open criminal investigations into the unlawful actions of federal agents operating in New Jersey. The letter details a consistent pattern of criminal activity by federal agents across New Jersey over the last year as part of the Trump Administration’s immigration operations. New York: In March 2026, FSFP issued a letter to the New York Attorney General and two district attorneys urging them to open criminal investigations into the unlawful actions of federal agents operating in New York. The letter documents a series of unlawful actions by federal agents, including: holding immigration detainees at 26 Federal Plaza in Manhattan for an average of 32 hours in a facility designed for less than 12-hour stays, denying detainees access to private toilets, beds, showers, or adequate medical care; and leaving a blind, elderly refugee who spoke no English at a closed coffee shop at night in the middle of winter in Buffalo, New York with no way of contacting his family; he was found dead, miles away, five days later. Ohio: In March 2026, FSFP submitted a request urging the Prosecuting Attorney of Clark County, Ohio, to prepare for criminal investigations given the likelihood of an immigration enforcement “surge” in the Springfield, Ohio area if Temporary Protected Status (“TPS”) protections for Haitian residents are revoked, in light of the documented unlawfulness of prior surges in California, Illinois, Minnesota, and Maine. Oregon: In December 2025, FSFP called on Oregon officials to launch a criminal investigation into federal agents due to the unlawful assaults, detention, and political retaliation against Oregon residents, including the targeting of peaceful protestors in Portland. Vermont: In May 2026, FSFP issued a letter urging Vermont officials to launch criminal investigations into the unlawful actions of federal agents operating in the state. The submission details a series of unlawful acts by ICE agents of March 11, 2026 after they incorrectly identified a Vermont resident as someone with a warrant out for his arrest.
